Prepare the crust: Crush chocolate chip cookies and combine with melted butter. Press into the bottom of a 9×13 inch baking pan.
Spread the ice cream: Spread softened chocolate chip cookie dough ice cream evenly over the frozen crust. Sprinkle with M&M’s.
Freeze: Freeze the cake for at least 4 hours, or overnight.
Make the peanut butter layer: Beat sweetened condensed milk, cream cheese, peanut butter, milk, and vanilla extract until smooth.
Assemble the trifle: Cut the frozen ice cream into cubes. Layer in a trifle bowl with the peanut butter mixture and additional M&M’s. Repeat layers.
Top: Top with whipped cream and chocolate shavings, if desired.
