Make the Cookie Dough: In a large bowl, cream together the softened butter, brown sugar, and granulated sugar until light and fluffy. Beat in the milk and vanilla extract.
In a separate bowl, whisk together the flour and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the mini chocolate chips.
Prepare an Ice Cream Maker: Follow the manufacturer's instructions for your ice cream maker.
Make the Ice Cream Base: In a saucepan, heat the heavy cream, milk, and sugar over medium heat, stirring occasionally, until the sugar dissolves. Do not boil. Remove from heat and stir in the vanilla extract. Let the mixture cool completely.
Churn the Ice Cream: Pour the cooled ice cream base into your ice cream maker and churn according to the manufacturer's instructions.
Add the Mix-Ins: Once the ice cream is nearly churned, slowly add the chopped Ferrero Rocher chocolates and M&M's candies. Continue churning for another minute or two, until just incorporated.
Freeze the Ice Cream: Transfer the churned ice cream to an airtight container and freeze for at least 4 hours, or until firm.
